Mondulkiri, the primary producing province, has more than 580 hectares under coffee cultivation. While this represents growth from 529 hectares in 2024, it remains far below the estimated 5,000 hectares needed to meet domestic demand.

Low Farmer Participation and Knowledge Gaps

Coffee farming in Cambodia is predominantly smallholder-based. Most farmers in Mondulkiri own an average of 0.9 hectares of land, divided into several small plots. Many lack official land use certificates, which limits their access to formal credit and investment opportunities.

Cambodia lacks the processing infrastructure—wet mills, drying facilities, cupping labs—necessary to produce consistently high-grade coffee suitable for specialty markets. While KOFI operates a natural coffee processing facility in Mondulkiri, the overall processing capacity remains limited.

Institutional Development: The Cambodia Coffee Association

The Cambodia Coffee Association was officially registered by the Ministry of Interior on June 19, 2025. Its core objectives are to improve coffee cultivation techniques, optimise processing methods, develop effective marketing strategies, and ultimately enhance the competitiveness of Cambodian coffee products.

The CCA has already taken concrete steps. In October 2025, it signed a Memorandum of Understanding with a microfinance institution and a company to provide financial and technical support to coffee farmers. It has also partnered with the Prek Leap National Institute of Agriculture to launch a research initiative focused on identifying and testing coffee varieties suited to local conditions.

Private Sector Leadership: KOFI's Model

KOFI, a Cambodian company founded in 2009, has emerged as the leading private sector actor in the country's coffee sector. The company works with over 400 farming families and has propagated more than 300,000 TRS1 coffee seedlings.

KOFI has also established a model coffee farm to train farmers in cultivation, care, and harvesting techniques. Its processing facility in Mondulkiri and its multiple retail branches across Cambodia demonstrate an integrated value-chain approach that could serve as a template for sector development.

Quality Breakthrough

The CQI's classification of Bousra Coffee as a Fine Robusta represents a historic quality breakthrough. A score of 80.5 points places Cambodian coffee in the specialty category, opening doors to higher-value export markets.

Expansion Plans

The CCA has set an ambitious target of expanding coffee cultivation to 7,000 hectares. KOFI plans to expand its own cultivation from approximately 106 hectares to 2,000 hectares. Provincial authorities in Mondulkiri have announced plans to expand plantations by an additional 2,000 hectares.

Policy Support and Government Commitment

The Cambodian government has signalled strong support for coffee sector development. The Ministry of Economy and Finance's Working Group on Investment Promotion in the Northeastern Region has identified coffee as a priority sector. The government's policy focus is on boosting domestic production, reducing import reliance, and developing a strong local industry.
