The Ecosystem Behind Cambodia Fine Robusta: KOFI, SNV, DFCD, CCA, Prek Leap and WWF
Cambodia’s Fine Robusta story is not the work of one company. It is emerging through several parallel collaborations spanning climate finance, farmer networks, agroforestry, processing, harvesting skills, variety research and public-sector support. This map separates who is doing what—and which relationships are actually documented.
Cambodia’s Fine Robusta story is often compressed into a simple narrative: a Cambodian company improved local Robusta, an international quality result followed, and a new coffee origin began to emerge.
That version is convenient. It is also incomplete.
What is developing in Mondulkiri is better understood as a network of parallel initiatives involving private companies, development organisations, climate finance, provincial agriculture officials, researchers, farmer groups and conservation actors. Some of these organisations work directly together. Others are pursuing separate projects that happen to address different weak points in the same emerging coffee system.
That distinction matters.
If every actor is presented as part of one formal partnership, the story becomes inaccurate. If each initiative is reported in isolation, the larger pattern disappears.
The useful question is therefore not “Who created Cambodia Fine Robusta?”
It is: “Which parts of a functioning quality-coffee ecosystem are now being built in Cambodia, by whom, and how do those parts connect?”
The answer reveals a sector moving simultaneously on farmer training, climate adaptation, agroforestry, planting material, processing infrastructure, sustainable harvesting, research and quality validation.
No single organisation controls that system. That may be one of its strengths.
Start with the outcome: Cambodia has a verifiable Fine Robusta reference
Before mapping the institutions, it helps to establish what the system has already produced.
Coffee Quality Institute’s public database lists Q Certified Robusta Sample 939618 from Cambodia with a score of 80.50. The record identifies KOFI, harvest year 2023/2024, TR4 variety, Dry Ferment processing, an altitude of 700 metres, Lot K001 and four 60-kilogram bags.
The sample does not prove that all Mondulkiri coffee is Fine Robusta. It proves something narrower and more useful: a specific Cambodian lot achieved a documented Q Robusta result under the system in force at the time.
Public reporting in August 2024 then described the development as a first Fine Robusta recognition for Cambodian coffee. The Phnom Penh Post reported that the Mondulkiri provincial Department of Agriculture, Forestry and Fisheries was working with KOFI to train farmers in cultivation, care and harvesting after the recognition.
This is the point where the institutional story becomes important.
A quality score can validate one lot. It cannot by itself create the agronomic knowledge, farmer supply, climate resilience, processing capacity and research infrastructure required to reproduce quality year after year.
Those functions have to be built elsewhere in the system.
Collaboration line 1: KOFI, SNV and DFCD — building the climate-resilient supply chain
The most clearly documented long-running collaboration is between KOFI, SNV Netherlands Development Organisation and the Dutch Fund for Climate and Development, or DFCD.
In November 2022, SNV announced that the DFCD Origination Facility had approved support for KOFI to develop a climate-resilient and inclusive Cambodian coffee value chain. The project was not described simply as an expansion of coffee acreage. Its planned outputs covered several structural components at once.
These included assessing Cambodia’s coffee value chain, identifying suitable Robusta seedlings, designing agroforestry production systems, introducing more climate-resilient Robusta planting material, establishing a nursery, building a smallholder supplier network, training farmers in better cultivation practices and assessing biodiversity, environmental and social risks, and gender and social inclusion.
That scope is significant because it treats coffee as a system rather than a crop.
For an emerging origin, the weakest link may not be the plant itself. It may be the absence of reliable seedlings, fragmented farmer relationships, poor post-harvest infrastructure, limited finance or inadequate technical support. The SNV–DFCD work with KOFI attempts to address several of those constraints together.
By 2025, SNV was reporting measurable expansion in KOFI’s local sourcing network. Its later business-case review says the number of farmers supplying the network increased from 365 in 2023 to 484 in 2025. The same review describes investment in agroforestry, farmer training, nursery capacity and processing infrastructure.
As of Q4 2025, SNV reported that the project had also helped KOFI secure an additional US$2.5 million in debt financing for roasting facilities and supply-chain infrastructure.
The financing point deserves attention.
Quality-oriented coffee development is often discussed as if better training alone will solve the problem. In reality, processing plants, nurseries, storage, equipment and working capital require investment. DFCD’s role is therefore different from the role of a trainer or research institute: it helps make climate-resilient business infrastructure financeable.
What DFCD actually is—and where WWF fits
DFCD should not be confused with a single NGO project.
SNV’s 2022 disclosure describes the Dutch Fund for Climate and Development as a €160 million fund established by the Netherlands Ministry of Foreign Affairs. It is managed by a consortium led by the Dutch Entrepreneurial Development Bank FMO and involving Climate Fund Managers, WWF-Netherlands and SNV.
That means WWF-NL is part of the DFCD consortium at the fund level.
However, this is not the same thing as saying that every WWF-Cambodia coffee activity in Mondulkiri is part of the KOFI–SNV–DFCD project.
That distinction becomes important when we look at a separate 2025 initiative.
Collaboration line 2: WWF-Cambodia, KOFI and Mondulkiri agriculture officials — harvesting and farm practice
In October 2025, Agence Kampuchea Presse reported that WWF-Cambodia had completed a sustainable coffee-harvesting training programme for farmers in Dak Dam commune, Sen Monorom, Mondulkiri.
According to the report, the programme was organised under WWF-Cambodia’s Sustainable Consumption and Production Project in collaboration with KOFI and the Mondulkiri Department of Agriculture, Forestry and Fisheries.
The training focused on proper harvesting techniques, reducing post-harvest losses and improving bean quality and productivity.
This is a different institutional arrangement from the SNV–DFCD project, even though KOFI appears in both.
That difference is useful because it shows how the same supply chain can receive support from multiple directions.
SNV and DFCD are working on climate resilience, investment readiness, agroforestry, supplier networks and infrastructure. WWF-Cambodia’s reported training activity addresses harvesting practice and sustainable production at farmer level. The provincial agriculture department provides local agricultural authority and extension involvement.
The practical quality connection is straightforward.
Fine Robusta cannot be created only in a cupping laboratory. Cherry maturity and harvesting discipline influence what enters the processing system. If farmers strip unripe, ripe and overripe fruit together, later processing has to compensate for variation that could have been avoided at the farm.
Training farmers to harvest more selectively is therefore not peripheral to quality. It is one of the first quality-control gates.
WWF-Cambodia’s broader Sustainable Consumption and Production programme also frames Mondulkiri agriculture in relation to land use, biodiversity, regenerative practices and policy. Its public programme materials emphasise sustainable production models, knowledge-sharing with farmers and government, and environmental safeguards.
That adds another dimension to the coffee conversation: expansion has to be evaluated not only by yield and income, but by what it does to a province with extensive forest resources and high conservation value.
Collaboration line 3: the Mondulkiri provincial agriculture department and KOFI — extension after Fine Robusta recognition
The Mondulkiri Department of Agriculture, Forestry and Fisheries appears in more than one part of the ecosystem.
The Phnom Penh Post reported in August 2024 that the provincial department was collaborating with KOFI to provide farmers with orientation and training on coffee cultivation, care and harvesting after the Fine Robusta recognition.
At the time, provincial agriculture director Song Kheang reported more than 500 hectares of coffee plantations in Mondulkiri, with 346 hectares being harvested and average yield of 2.096 tonnes per hectare in the harvested area.
These figures are specific to that report and period; they should not be mixed with later company-network figures or national estimates.
The institutional point is more durable than the exact hectare count.
A company can create market demand and technical systems, but provincial agricultural authorities matter for farmer extension, local coordination and the relationship between private investment and agricultural development policy.
For a small origin, this can reduce a common problem: isolated pilot farms that demonstrate quality but never translate into broader local capability.
Collaboration line 4: CCA and Prek Leap — building a research layer
The next major gap is genetics and variety research.
In June 2026, Khmer Times reported that the Cambodia Coffee Association and the Prek Leap National Institute of Agriculture had launched a collaborative research initiative in Mondulkiri to study and develop coffee varieties suited to the region.
That line of work is strategically different from farmer training.
Training asks: how can farmers manage the plants they already have more effectively?
Variety research asks: which planting material should Cambodia be building its future on?
For Fine Robusta, that question affects yield, disease response, climate resilience, maturation, bean physical characteristics and potentially sensory performance.
Cambodia already has one important sample-level clue. CQI Sample 939618 identifies the variety as TR4. But one successful TR4 lot does not establish that TR4 is the optimum solution for every Mondulkiri site or every desired quality profile.
A serious research programme therefore needs field trials across different sites and seasons, soil and climate observations, disease and pest performance, yield data and post-harvest sensory evaluation.
The CCA–Prek Leap initiative matters because it begins to place coffee variety decisions inside a research framework rather than leaving expansion entirely to commercial availability or farmer imitation.
Public policy is moving in the same direction. During a March 2026 visit to Mondulkiri, Senate Second Vice President Thun Vathana called for stronger technical training and research, including collaboration involving the Prek Leap National Institute of Agriculture, development of high-quality climate-resilient seedlings and greater agro-processing expertise.
The important thing is not to treat the March recommendation and the June CCA–Prek Leap initiative as automatically the same project unless documentation explicitly connects them. They are better understood as evidence of converging institutional priorities around research and improved planting material.
The Cambodia Coffee Association adds coordination capacity
The Cambodia Coffee Association, or CCA, occupies another distinct role.
A sector with farmers, processors, cafes, equipment companies, researchers, trainers and public agencies needs a forum that can coordinate interests beyond a single company’s supply chain.
CCA’s value, if developed effectively, is therefore not simply promotion. It can help create shared technical priorities, connect research with industry needs and improve the flow of information across fragmented actors.
The partnership with Prek Leap is a useful example because it links an industry association to an agricultural research institution.
For Cambodia, that kind of link could eventually support questions that no individual processor can answer alone: which varieties perform best in which microclimates, how disease pressure changes, whether quality traits persist across sites, and what field practices are most appropriate for the northeastern highlands.
The association does not replace companies, research institutes or government. It can help make their work less isolated.
Research was already present before the current institutional push
Cambodia’s coffee research story did not begin in 2026.
A peer-reviewed study published in _Sustainability_ in 2021 examined three Coffea canephora plantations in Sen Monorom, Mondulkiri. Researchers compared shaded and sunny plots and found no reduction in bean size, bean weight or yield per plant in the shaded systems they studied, while soil moisture was higher at shaded sites.
The researchers concluded that maintaining and planting Robusta in shade-based agroforestry systems could provide ecological benefits without the yield penalty observed in their study sites.
This does not prove that every agroforestry design will perform equally well. The study covered three plantations, and shade species, density, farm management and climate conditions can differ widely.
But it establishes something important for the present ecosystem: Mondulkiri already has a local scientific baseline that new agroforestry and climate-resilience projects can build on rather than starting from zero.
That creates an opportunity for the next generation of research to connect agronomy with cup quality.
The 2021 study measured yield, bean physical traits, ripeness, stem changes and soil moisture. Future work could add sensory results, fermentation variables, soil chemistry, genotype and economic outcomes.
That is how a region moves from general claims about “good growing conditions” toward an evidence-based origin model.
The missing piece: a shared evidence architecture
Cambodia now has several valuable initiatives, but they do not yet constitute a unified public knowledge system.
KOFI has supply-chain and processing data.
SNV and DFCD have climate, investment, social-inclusion and farmer-network metrics.
WWF-Cambodia has sustainable production and conservation expertise.
The provincial agriculture department has local cultivation and farmer-extension information.
CCA can coordinate industry priorities.
Prek Leap can provide agricultural research capacity.
Universities and independent researchers can contribute peer-reviewed evidence.
CQI’s historical database provides a sample-level quality reference.
The next step is not necessarily to merge all these organisations into one programme. It is to make their evidence more interoperable.
A useful public research architecture would document, wherever possible:
- variety and planting material;
- farm or area location;
- altitude and soil conditions;
- shade and agroforestry design;
- harvest period and cherry maturity;
- farmer training received;
- processing method and fermentation controls;
- drying and storage conditions;
- physical green-coffee data;
- sensory evaluation method and result;
- available commercial volume;
- environmental indicators; and
- farmer livelihood outcomes.
If those data can be compared across harvests, Cambodia can begin answering a question that no press release can answer: which combinations of genetics, farming and processing actually produce repeatable Fine Robusta quality in Mondulkiri?
Why this multi-actor model matters for buyers
International buyers do not need a long list of development organisations in order to purchase coffee.
They do need the outcomes those organisations can help create.
A functioning ecosystem reduces several forms of sourcing risk.
Better planting material can improve field resilience. Farmer training can improve harvest consistency. Agroforestry research can guide production design. Processing investment can improve lot separation and control. Provincial support can expand technical reach. Industry coordination can improve standards and information-sharing. Independent quality records can make claims more verifiable.
None of these guarantees a good shipment.
The buyer still has to evaluate the actual commercial lot.
But an origin with deeper institutional capacity has a better chance of learning from failures and repeating successes.
That distinction matters more over multiple harvests than it does in one sample.
Why this model matters for farmers
The same ecosystem should also be judged from the farmer side.
A Fine Robusta strategy is weak if quality premiums and investment are concentrated only at the processing or retail end.
SNV’s reporting on the KOFI programme explicitly includes farmer livelihoods, gender equality and social inclusion. WWF-Cambodia’s training work is framed around technical skills, profitability and sustainable production. Provincial authorities are promoting cultivation and training. Research on improved varieties is intended to make farming more resilient and productive.
Those are appropriate objectives, but they should be measured rather than assumed.
Future reporting should ask whether participating farmers receive more stable purchasing relationships, better prices relative to quality requirements, lower production risk, access to suitable planting material and economically useful intercrops or shade trees.
A climate-resilient value chain is not resilient if the farm household remains the weakest financial point in it.
One ecosystem, several separate relationships
The clearest way to describe Cambodia’s current coffee development is therefore as a layered system.
KOFI + SNV + DFCD: climate finance, investment readiness, farmer supplier networks, agroforestry, resilient planting material, nursery and processing infrastructure.
WWF-Cambodia + KOFI + Mondulkiri Department of Agriculture, Forestry and Fisheries: documented sustainable harvesting training and farmer-level production skills under WWF-Cambodia’s Sustainable Consumption and Production work.
Mondulkiri Department of Agriculture + KOFI: cultivation, care and harvesting extension reported after the Fine Robusta recognition.

Researchers + Cambodian agricultural institutions: an existing peer-reviewed evidence base on Mondulkiri Robusta agroforestry that can inform future trials.

These relationships overlap in purpose, geography and sometimes participants. They should not be collapsed into a fictional single partnership.
Their importance comes from the fact that they cover different parts of the same problem.
Cambodia’s Fine Robusta advantage may be institutional before it is commercial
Cambodia is still far from having the production scale, data depth or international market recognition of established coffee origins.
But emerging origins do not need to wait until they are large to become credible.
They become credible when evidence accumulates faster than hype.
Mondulkiri now has a documented quality sample, climate-finance support, expanding farmer networks, processing investment, public agricultural extension, sustainable harvesting training, variety research and peer-reviewed agroforestry evidence.
That is not yet a mature Fine Robusta system.
It is the outline of one.
The strategic opportunity is to keep the pieces connected without pretending they are more coordinated than the evidence shows.
If Cambodia can do that, the story becomes stronger than “one company produced a good Robusta.”
It becomes a more defensible proposition: multiple institutions are building different capabilities that could allow a small origin to improve quality, resilience and traceability together.
Fine Robusta, in that sense, is not only a grade or a score.
It is an ecosystem-building problem.
Cambodia is beginning to build the ecosystem.
